The most damaging misconception in the food trailer business is that permits are a final administrative step. They are a design constraint. Keep reserve funds for the costs that appear after delivery: registration, inspections, permits, insurance, initial inventory, smallwares, replacement parts, cleaning supplies, signage, point-of-sale setup, generator servicing, and repairs. A trailer is not ready to open because construction is complete. It is ready when it can pass inspections, operate safely through a full service period, and be restocked for the next day.
